POSITION DESCRIPTION
JOB SUMMARY
The Chief of Party (COP) is the lead DynCorp International Development (DI Development) employee in the assigned country providing the primary contact with the program?s sponsoring client. S/He will be responsible for setting the overall strategic direction and framework under which the Rule of Law/Justice Sector Reform/Anticorruption Activity will be implemented. The COP will carry out his/her responsibilities with the client in a professional manner consistent with DI corporate values. The COP will carry power-of-attorney on behalf of DI in-country in relation to program implementation activities. S/he will report to, and be evaluated by, the assigned DI Program Director (PD). In the position as COP, s/he will be responsible for DI?s field presence, contractual compliance and all aspects of program implementation and management. The COP will also be responsible for effectively positioning DI for option year funding and other business development opportunities such as follow-on or new contracts.
PRINCIPLE ACCOUNTABILITIES
JOB DUTIES & RESPONSIBILITIES
Ensures that program activities are coordinated among each other, with the host country government, and other donors working in the sector.
Reviews and demonstrates knowledge about executed contract including its Federal Acquisition Regulation (FAR) and AID Acquisition Regulations (AIDAR) clauses and ensures all contract obligations are met.
Directs program start-up activities such as office set-up, preparation and finalization of program work plan and budget for base (and options years) as well as the Monitoring and Evaluation Plan (M&E) and oversees program close-out activities, including final report preparation.
Implements approved contract, providing technical and administrativedirection to assure the program is managed according to the contract, approved work plan and work plan budget and that activities beyond the approved work plan and work plan budget are not undertaken, managing to meet all program requirements and budgeted targets.
Reviews all deliverables to ensure responsiveness to client requirements, quality and timeliness of submission.
Assures issuance of a country-appropriate and up-to-date DI Field Manual and complies with all DI?s policies and procedures, including those detailed in the DI Field Manual as related to field based programs and program administration, hiring of field staff, sub-contractors and consultants, ensuring any relevant in-country laws are respected. .
Coordinates closely and communicates regularly with assigned PD on contract, program and business development matters, working to ensure that any problem or potential problem is brought to the attention of the PD in a timely fashion so a solution can be identified and implemented, and where appropriate, coordinates with the PD and VP of DI Development.
Promote effective and efficient management of in-country office, ensuring field staff is educated about DI, the contract, program, the program work plan and related actions with attention paid to ensuring each person understands the requirements of his/her job and performance expectations.
Supervises and evaluates all field staff, consultants and sub-contractors, ensuring on-going compliance with job requirements and specifications, working to build an effective, cohesive team to meet program objectives.
Ensures subcontractor work is monitored, reviewed and held to highest quality standards as well as established schedule.
Maintains excellent relationships with partners.
Responsible for documenting program activities such as success stories and, if applicable, grants (using the DI Grant Management System).
Provides DI with business development support by fulfilling contract obligations and delivering strong program performance leading to funding of option years and possible follow-on contracts.
Provides DI with business development support by identifying other potential business opportunities, identifying potential strategic business alliances, contributing business development ideas and assisting with proposal development.

INTERNAL/EXTERNAL CONTACTS
U.S. Agency of International Development (USAID), U.S. Embassy, Mission, Host Country Government officials, other in-country bi and multi-lateral donors and organizations
KNOWLEDGE & SKILLS
Knowledge of relevant federal regulations and procedures is preferred.
Knowledge and work experience in post-conflict countries is preferred.
Familiarity with standard business Information Technology (IT)applications.
Ability to recruit and supervise short-term U.S., third country and local experts for evaluations, monitoring, with excellent development analysis and communications skills, and be
Ability to represent DI in meetings and interact with senior Mission, Embassy, Host Country Government officials.
Excellent reporting, writing and presentation skills.
PREFERRED SKILLS
EXPERIENCE & EDUCATION
Minimum ten (10) years of experience in managing programs aimed at rule of law/justice sector reform/anticorruption of host country institutions, with a focus on democracy and governance (public administration, education, local governance/decentralization, civil society development), economic growth and health.
Minimum five (5) years of experience working on USAID-funded capacity development programs.
Experience supervising complex and challenging field operations in closed societies, conflict environments, fragile or transitional countries, and/ or war-torn societies.
Experience working in West or Central Africa region is a plus
Bachelor?s degree in associated discipline; Advanced degree in International Development preferred.
French speaking may be required for specific assignments.
PHYSICAL REQUIREMENTS/WORKING ENVIRONMENT
Living and working conditions at the assignment location could be remote and uncomfortable.
Long hours, exposure to weather and hazardous conditions.
Personnel should be aware of moving on short notice and under adverse conditions.
