John Snow, Inc. (JSI) is a US-based international public health consulting firm that manages four projects/contracts in Nigeria through tis integrated office in Abuja. Through the partnership for supply chain management consortium, JSI implements the Supply Chain Management System (SCMS) project for the US Government as part of the US president’s Emergency Plan for Aids Relief (PREFAR).

The purpose of the project is to establish and operate a safe, secure, reliable and sustainable supply chain management system to procure pharmaceuticals and other products needed for the care and treatment of persons with HIV/AIDS and related infections. JSI implements the USAID| DELIVER project, funded by the United States Agency for international development (USAID), a global technical assistance project aimed at increasing the availability of essential health supplies through procurement services and assistance designed to strengthen health commodity supply chains in developing countries.

JOB TITLE: QUANTIFICATION ADVISOR
JOB LOCATION:
Abuja

JOB PROFILE

The Quantification Advisor will support HIV/AIDS supply chain technical assistance to FMOH, PEPFAR implementing patners, and Global Fund supported partners. S/he will report to the Director, systems strenghtening and work in collaboration with a team of advisors in the systems strenghtening team.

RESPONSIBILITIES
Specific Responsibilities will include, but not limited tothe following:
Provide technical leadership and support on National qualification of health commodities and semi-annual supply plan updates of wealth commodities
Support partners/clients in maintaining and updating quatimed and piple line health commodities
Update and submit quarterly quantification reports using essential logistic data from Partners and FMOH to SCMS Nigeria management and to SCMS Arlington to support global procurement decisions
Update and submit quarterly commodities and financial forecast to SCMS Nigeria management and SCMS Arlington to support GLObal SCMS procurement decisions
Manage and provide technical input in Developing materials for supporting health supply chain operations.

QUALIFICATIONS/EXPERIENCE
Applicants for this position should be Nigerian nationals or residents who possess the following minimum qualifications:
Masters Degree in Public Health, Pharmacy, logistics management or Business Administration
3-5 years professional experience in Health programs, preferably in an international health care supply chain management environment
Specific Experience in HIV/AIDS, TB, or Malaria programs strongly desired
Demonstrated ability to Monitor, Supervise, and train in health supply chain programs
Strongly analytical and problem solving skills
Excellent technical writing and oral presentation skills highly desired
Ability to work as part of a team and to be self managing
Knowledge of Microsoft Office, including Word, Excel and Power point
Ability to use forecsting and supply planning software (e.g Quantimed and Pipeline) is Highly desirable.

JOB TITLE: CHIEF OF PARTY
JOB LOCATION:

RESPONSIBILITIES

The Chief of Party Shall responsibly:
Lead and oversee the development of strategic planning, work planning, program monitoring, and management and control systems, to ensure informed decision-making and timely implementation of program activities.
Directly supervise the Senior Leadership Team.
Ensure evidence-based public health is the foundation of all strategies/activities.
Ensure effective communications and reporting, both internally and externally.
Provide cutting-edge technical direction and promote innovation in providing high impact MNCH & FP/RH interventions and work toward introduction and spread of best practices that will achieve optimum program impact.
Oversee the financial and administrative aspects of the project including monitoring the budget.
Analyze and trouble-shoot any challenges to project implementation and resolve any human resources issues that arise.
Serve as JSI’s chief program and technical representative to USAID, the FMOH, and the respective state government partners (relevant MDAs and LGA).
Ensure full compliance with the USAID Cooperative Agreement (CA).
Serve as JSI’s chief program and technical representative to local and international NGOs, donors, and other relevant stakeholders.

QUALIFICATIONS/EXPERIENCE
Advanced degree or at least a Master-level degree in public health, development studies, social or medical sciences, or management.
A minimum of ten years of relevant work experience encompassing the broad areas of development and health sector, with emphasis on MNCH and FP/RH and including familiarity with key Nigerian and international development partners in health and population, as well as top level senior management experience of complex projects.
Core competence in child survival, safe motherhood or family planning/reproductive health, with general experience or significant familiarity with the other two.
Strong familiarity with federal and state government ministries, departments and agencies (MDAs) and international donor and other organizations related to the health sector.
Excellent facilitation, oral and interpersonal communication, and presentation skills including excellent conceptual and writing skills.
Excellent networking and partnership building skills. This includes ability to access and interact with the highest levels of the health and population development community.
Excellent planning and prioritization skills as well as creative problem-solving and analytical skills.

JOB TITLE: SENIOR LABORATORY LOGISTICS ADVISOR
LOCATION:
Abuja

JOB PROFILE
The Senior Laboratory Logistics Advisor will support the Director of procurement in developing, reviewing, updating and implementing strategic plans and work plans for laboratory logistics activities.
S/he will provide technical guidance for laboratory related procurement actions by SCMS on behalf of PEPFAR implementing partners (IPs), including laboratory supplies quantification, equipment selection and specifications, etc.

RESPONSIBILITIES
Provide technical assistance and guidance to PEPFAR IPs on the USG procurement regulations and statutory requirements, and guide their development of procurement specifications, justifications and requests for waivers as applicable and in a way that is consistent with USG and SCMS procurement requirements
Collaborate with and support FMOH and key partners in promoting, informing and building support for HIV/AIDS laboratory commodity logistics.
Provide technical assistance in the supply management of laboratory equipment, reagents, and consumables to FMOH, NACA and PEPFAR IPs by designing and implementing forecasting information systems and monitoring improved process for procurement, warehousing and distribution of essential health laboratory products with primary emphasis on those required for HIV/AIDS related interventions.
Support the laboratory component of the SCMS overall technical capacity building to the GON, on the development of a robust, efficient, and sustainable health commodities logistics system, including harmonized laboratory equipment platforms and pooled procurements, as a critical part of the overall health systems strengthening support of the PEPFAR program in Nigeria
Support the development of continuous quality improvement processes for laboratory commodities logistics management
Liaise with appropriate counterparts in government, donors, technical agencies, other partners and headquarters staff on laboratory commodities logistics as required

QUALIFICATIONS AND REQUIREMENTS
University degree or its equivalent in medical laboratory sciences; a postgraduate qualification in health commodities logistics/management, public health, or other related fields will be an added advantage
10-15 years progressive experience in medical laboratory sciences and health services management, with at least 6 years’ experience in laboratory/health management tools and software will be an added advantage
Registration with the Medical Laboratory Science Council of Nigeria (MLSCN)
Experience in PEPFAR-funded programs or other bilateral/multilateral donor-funded projects, with at least 3 years in a managerial position, is desirable.
Excellent spoken and written English
Ability and willingness to undertake travel in-country for field work activities
Ability to work as part of a team and to be self-managing
Suitable computer skills in spreadsheet, word processing and other software, preferably MS word, Excel and PowerPoint. Ability to use MS Access and project will be an advantage.

JOB TITLE: INFORMATION TECHNOLOGY ADVISOR
LOCATION:

JOB PROFILE
The IT advisor will be based in Abuja and will work under the guidance of the IT Manager. S/he will manage the IT infrastructure and provide support to the technical and administrative personnel of the JSI country office

RESPONSIBILITIES
Ensure and maintain a stable, secure and robust network infrastructure
Perform network configuration and resolve problems with infrastructure support software at both the server and user levels, with emphasis on XP, Windows 7 and 2008 server platforms.
Install new software releases and system upgrades
Evaluate and install patches
Provide both first and second level support, responding to problems, implementing planned changes, and managing projects.
Ensure user satisfaction.
Develop strategies for maintaining and advancing the IT infrastructure
Ensure proper execution of such advancement projects
Supervise outside contractors

QUALIFICATIONS AND REQUIREMENTS
B.Sc. degree in an IT related discipline
At least 5 years of network administration and IT related experience
Proficiency working with Windows 2008 server, Microsoft Office suite 2007 and 2010, Windows XP and Windows 7
Strong knowledge of wireless and wired LAN technologies and protocols, network security and VOIP
Hands-on experience with CISCO Products

JOB TITLE: ACCOUNTANT
LOCATION:
Abuja

RESPONSIBILITIES
Managing the JSI field accounts system, review chart of accounts, generate QB reports as needed for project reporting, budgeting and forecasting
Regularly update the quick books, prepare bank account reconciliation and resolve account variance sin compliance with all US Government (USG) and JSI financial management and accounting policies and regulations
Process expense reports, travel advances and retirements, prepare vouchers, review receipts and other supporting documentation to ensure accuracy before forwarding for payment.
Prepare local staff payroll and accompanying schedule (tax, pension) and ensure compliance with all project legal requirements, including employee taxes, pension fund contributions and VAT exemptions
Ensure that all financial transactions are completed with high degree of accuracy, in full compliance wit USG and JSI requirements, and within established timelines
Assist the Director of Finance in the analysis, development, and documentation of internal processes and controls and ensures compliance with all USG and JSI financial management and accounting policies and regulations
Ensuring timely and responsive communication with JSI HQ based field office support staff and assist with the development and monitoring of the project budget

QUALIFICATIONS AND REQUIREMENTS
A degree in accounting and /or financial management
At least 5 years of financial experience
Experience with Quick-books strongly preferred
Experience and knowledge of Nigerian tax laws
Financial experience with a USAID-funded project and knowledge of USAID rules and regulations will be an advantage
Ability to take initiative and to work in teams
Excellent verbal and written English
