Job description
Identify the safety engineering activities applicable to individual SMRs or brown field projects to ensure compliance with Level 1 and Level 2 Safety Reviews.
Conduct hazard identification studies using scenario-based risk analysis methods (HAZOP, HAZID, etc.)
Carry out risk assessments based on semi-quantitative analyses (i.e. through use of risk matrices) and coordinate detailed quantified risk analyses (QRAs).
Identify and recommend ALARP mitigation measures using bow-tie or other analysis techniques, and propose acceptable technical solutions.
Carry out reviews of existing or proposed process, utilities, ESD and FG systems to assess residual risks and ensure compliance with Company General Specifications.
Prepare and issue reports including main conclusions of safety studies and reviews conducted, explanations of the main findings, recommendations, and conclusions.
Follow-up day-to-day progress of engineering activities (basic and detailed) to ensure recommendations from safety reviews are implemented into the design.
Review and approve engineering documentation for safety discipline, ensuring compliance with Company General Specifications, international codes and standards, and industry best practice.
Ensure close coordination with other disciplines (in particular process and process control/instrumentation) to avoid discrepancies and documentation recycling.
Coordinate, review, and approve safety engineering activities carried out by third parties or subcontractors on behalf of Company.
Ensure that engineering documentation, requisitions for procurement and suppliers bids evaluation be fully compliant with Design Dossier major documentation (safety concept, PIDs, ESD logic, diagrams…etc) and with Company General Specifications.
Attend as necessary project and technical follow up meeting with suppliers for main packages/equipment for checking of relevant sizing / calculations notes of safety equipment / facilities.
Ensure full and efficient coordination with Field Operations during engineering design, construction and commissioning with target of efficient start up / hand over to Operation
Review and approve procurement inquiries, bids selection report for safety discipline.
Undertake engineering assessment, damage survey, failure analysis when necessary.

ACCOUNTABILITIES
Ensures effective and timely response to all requests for technical assistance with strict adherence to specifications, rules and engineering best practices.
Establishes accurate records and filing of Project files in a retrievable / accessible manner.
Participates in the auditing of engineering and construction contractors whenever the need arises.

The Accounts Payables Officer is responsible for processing all third party and internal vouchers, staff expense claims as well as the coding of petty cash expenses.

SPECIFIC DUTIES RESPONSIBILITIES

Operational
Generating of invoices in Oracle for approved vendor’s bills and staff claims

Performs other assigned duties as delegated by the Financial Accountant from time to time.

QUALIFICATIONS EXPERIENCE

The United Nations Health 4+ (UNFPA, UNICEF, WHO, World Bank and UNAIDS+) is an inter-agency mechanism aimed at harmonizing and accelerating actions to improve maternal, newborn and child health. It focuses on supporting countries to achieve MDGs 4 and 5 by harmonization for effective and efficient use of partner agency resources, taking advantage of its long standing and unique partnership with government, its ability to involve and collaborate with civil society organizations and comparative advantages of technical capacity of collaborating agencies. The UNH4+ in Nigeria has used the existing processes and systems to streamline the support for the health sector. This has included the support of the development of the Nigerian Investment Case for children, the roadmap for accelerating the attainment of the MDGs relating to maternal and newborn health in Nigeria, the IMNCH Strategy and the current NHSDP. The focus for the UNH4+ has been to support the scale-up the implementation of a cost effective, evidence-based interventions, emphasizing equity and sustainability.

UNICEF will be the administrative agent on behalf of the UNH4, and will be responsible for preparing annual consolidated programmes and financial reports and disseminate to relevant stakeholders.

Consequently, UNICEF Nigeria seeks the services of a Project Officer, (UNH4+) who will under the supervision of the Health Specialist, and in collaboration with the UNH4+ technical teams, effectively manage resources and project activities related to work at the state and local levels.

The successful candidate will specifically carry out the following duties:

1. Coordinate technical inputs by all Participating UN Organizations and follow-up with the (sub-) national partner on implementation.
2. Disburse funds and supplies in a timely fashion and be accountable for narrative and financial reporting to the joint programme coordination mechanism.
3. Responsible for all general office administration duties, including set up and maintenance of office filing system; handling correspondence and word processing.
4. Prepare, coordinate and administer consultant assignments and trips for local, regional or international staff by assisting in the preparation of the terms of reference, making appropriate hotel and travel booking and other logistics arrangements.
5. Oversee procurement processes, ensuring that quotes and tenders are received as required; and that procurement policies are followed.
6. Maintain appropriate documentation for all project activities
7. Assist the team in organizing logistics for seminars, workshops, and meetings with local and state constituencies, as necessary.
8. Participate in annual assessments and work planning activities and perform any other tasks that may be assigned from time to time related to the State Health Team-Primary Health Care Development Project.

Minimum qualification competencies:
? A University degree or its equivalent in Business Administration, Management or related technical area. Masters degree in Business Administration or management is preferred.
? At least five years’ experience in general administration and project management. Experience working with donor-funded projects in Nigeria, an asset.
? Computer literacy with database management skills, and the ability to effectively use standard office software tools and other office technology to produce reports, create documentation, exchange and archive e-mail, set up and maintain office filing systems.
? Excellent time management, planning and organising skills.
? Strong drive for result, relating and networking skills.
? Ability to work effectively and harmoniously with people in an international and multicultural environment is desirable.
? Experience developing and administering contractual agreements, taking minutes and preparing correspondences and reports.
? Very good knowledge of English. Knowledge of one or other UN working languages, an asset.

Essential Responsibilities •Embedded with GE Regional Sales Project team, closely work with field sales force including distributors to pro actively anticipate a need for customer/Project financing. Interact with GE businesses to work in a synchronized manner to meet their objectives in supporting projects with third party banks and GE money or financial advisory support

•Develop close relations with a network of Regional/local banks / financial institutions Investors and build range of finance solutions.

•Broaden relationships with these banks/institutions under leasing, corporate, trade Project finance schemes constantly evaluate existing solutions and seek the most competitive/efficient financing structure.

•Analyze Credit Market Risks, lead the preparation of external documentation (Information Memoranda) and internal documentation (pricing models, credit requests and board papers); provide useful market intelligence for decision making, structuring and pricing in order to win transactions and clear market in our role as financial arranger.

•Originate customer project financing opportunities and initiate structuring of financing solutions. Lead the underwriting effort pulling in expertise from the broader CMC team.

•Lead projects independently. Lead the underwriting effort pulling in expertise from the functional teams in tax, accounting, legal and operations. Advise on and structure transactions where GE is taking direct risk; either on Corporate or Project Finance basis.

•Minimizing GE risk exposure track GE off balance sheet risk exposure opportunities in the afore-mentioned region to boost GE sales.

•Leverage GE CMC expertise (ECA, Project Structured Finance) as well GE Capital specific products.
Qualifications/Requirements: •Minimum of 8 years of experience in the financial services industry, and a minimum of 3 years in credit and risk analysis

•Strong experience in commercial lending activities (Corporate Lending, Leasing (operating and financial), Trade Finance (documentary credits, forfeiting factoring), Export (ECA) Project Finance.

•Proven leadership and deal origination/execution skills with extensive experience working closely with Senior Management Teams

•Ability to execute and negotiate small large, complex deals with different customer/risk profile.

•Proven knowledge of one of the countries of the Region ability to work in emerging markets environment

•Strong oral and written communication skill

•Fluency in English (written and spoken) is a must. French is a plus but optional.

•Self-starter proactive. Strong interpersonal communications skills

•Excellent skills to work cross functionally

•Flexible/adaptable – able to work with diverse group of people in a matrix environment
Desired Characteristics •MBA/University level degree and/or GE FMP graduate

•GE work experience with GE Commercial Finance

•Experience in financing or lending activities in the Region

•Corporate Project Finance skills required
Trade Finance is a plus.

•Strong Modeling, Credit and Underwriting skills required.

MONITORING EVALUATING OFFICERS
PROJECT ASSISTANT

The Affordable medicines facility (AMFm) aims at reducing morbidity and mortality by expanding access to high quality and effective anti-malaria Artemisinin Combination Therapies (ACTs). The national malaria control programme ensures that malaria control activities occur at all levels of governmental structures and as such, data are generated at these levels.

There is therefore need for ME offices in all 36 states and Federal Capital Territory (fct) to collect data in order to serve as an effective measure of program progress and its outcome and a Project Assistant. The personnel to be recruited are nineteen (19) ME officers and one Porject Assistant.
The ME officer will ensure that malaria data generated at all levels of control thrust-community, health facility; local government and state are complete, collected and aggregated.
The project assistants will assist in implementation of program activities, monitoring and evaluation and taskforce advocacy activities.

QUALIFICATION
ME Officer applicant should be a graduate of the natural or social sciences of any other relevant degree
He/She should have completed NYSC and should already be based in one to the state of covered.
Experience in field work and data collection will be an added advantage
The Project Assistant should be a university graduate in the Health Sciences or any other relevant degree
Experience in working in programmes implementation will be an added advantage.

1. JOB PURPOSE

Speed of Execution of IBS Roll outs COLO site RFI ready for all radio networks
Ensure that the speed to market exceeds competition and first time resolution( FTR)
Provide plans and Set up process of Increasing network coverage in strategic revenue generating locations
Determine and Manage  strict timelines and quality delivery in a multi-vendor environment with Nokia Siemens Networks
Establish systemic process for the supervision of installation of new Network Devices with future capacity plan
Track Deployment and Colo Upgrades as a part of Program Management Support to Network Operations

LOGISTICS AND PROJECT MANAGEMENT
Establish departmental process to align to PMI process for all projects and enforce strict adherence.
Ensure Management of CWIP( Capital work in Progress) to deliver on equipments not be obsolete in warehousing.

REGULATORY AND STATUTORY COMPLIANCE
Ensure all necessary documentation for regulatory compliance is adequate and readily available
Ensure all statutory permissions required for deployment have been approved and documented.

PARTNER AND SUPPLY CHAIN MANAGEMENT
Provide support and Ensure effective process of Partner management of Service Provide and Infrastructure vendors. Establish procedure for Improving rollout and maintenance vendor and subcontractor performance to ensure regular follow-up and objective measurements.
Developing a win-win relationship by setting common goals and objectives.
Ensure and monitor timely release of site request( SR) and Service Order with Tower Company and SP
Provide platform for seamless sharing of sites with other Tower Company for effective and speedy deployment.
Review site sharing activities with the telecom vendors and ensure that all the sites are inside the rental brackets and required permitting (environmental etc) are secured in time to avoid project delays
Partner with Supply Chain Management Team and Validate the requests and raise the purchase of new hardware based on standards.
Ensure and coordinate various activities with Supply Chain Management for Warehousing Dispatching of network element to specific locations.
Track and Follow-up on material delivery for the network rollout (Local imported)

3. SKILLS KNOWLEDGE
EDUCATIONAL QUALIFICATIONS FUNCTIONAL / TECHNICAL SKILLS
Any university degree In Engineering.
Professional qualification in Project Management Techniques

RELEVANT EXPERIENCE (Type of experience and minimum number of years)
