Project/Proposal Summary:
MSI is seeking personnel with experience in conflict and stabilization for anticipated work under Support Which Implements Fast Transition IV (SWIFT IV) in conjunction with USAID’s Office of Transition Initiatives (OTI). The goal of this project is to provide OTI with the means to support U.S. foreign policy objectives by helping local partners advance peace and democracy in priority countries in transition.

Position Summary:
The Chief of Party will be actively engaged in all aspects of program management. S/he will serve as the main point of contact between OTI and MSI and will have close, daily collaboration with OTI’s in-country staff.

Responsibilities:

Make key decisions and solve problems in short time frames while ensuring operational and program integrity. Overall program direction is provided by USAID/OTI through the Task Order Contracting Officer Representative (TOCOR) and the Country Representative (CR).In close consultation with the CR, provide oversight of grant activities, including supervision of the program staff, ensuring appropriate grant design, and ensuring that procedures are established and complied with for grant development, grant worthiness, grant implementation, management, monitoring, evaluation, and grant closing.Responsible for management, oversight, progress reporting, and quality of performance.Manage the in-country relationship with USAID/OTI.Under the guidance of the CR, contribute to the design and implementation of the M&E system at the activity level and ensure that all activities are monitored and evaluated.Ensure that the relevant staff use, maintain, and upload weekly the OTI Activity Database, and that data is consistent and complete.

Qualifications:

Relevant work experience, including experience with a Contractor or international NGO managing an office or program.A minimum of 4-6 years of experience supervising complex, high-speed and challenging field operations in developing countries.Experience working on OTI-funded programming in fragile or transitional environments.Experience working in in Nigeria or the west Africa region preferred.Experience with grant management, preferably in-kind and small grants.Demonstrated experience and knowledge in establishing operational systems and overseeing program start-up under limited time constraints as well as program close-out.Experience in the hiring and supervising of host country local personnel and ensuring, when need arises, that they secure necessary training required to meet program needs.Financial management experience, including budgeting; financial management (tracking, reporting and accounting); and procurement.Experience with activity design, development, and implementation.
