Base Manager at Orlean Invest West Africa

Orlean Invest started operating in 1988 and celebrated its Silver jubilee in October 2013. Orlean Invest is Nigeria's largest  free zone oil and gas logistics provider. It has proven that the partnering of public and private entities can work effectively in Nigeria. This is done by providing vital infrastructure and logistical support in a safe working environment.

Development through continuous investment has been the core driver of the company since its inception and now Orlean Invest is transferring the success it has at Onne to other projects across Nigeria such as Badagry Mega port, Eko Energy Estate in Lagos and Abuja Hills Estate to name but a few of the on-going developments

1. The Base Manager after approval of Operational Services Manager implement the Company’s Integrated Management System (IMS) Manual, Safety Policy and the Company’s Quality Policy Manual and Operating Procedures as it relates to the Onne Ports Complex.


2. The Base Manager is directly responsible for allCompany’s activities in Onne Port – FLT/FOT Base including the utilization of Plant / Equipment and Personnel.


3. The Base Manager will on approval of the OSM train, manage and control all the Onne Port Complex activities, with the following Management structure:

.  Assistant Base Manager.

• Terminal Base Superintendents.
• Shore Base Superintendents
• Rigging Superintendents.
• Delivery Superintendent
• Port Captain
• General Operations Supervisor.
• Manage the Nigerian and Expatriate staff and personnel of the Base, including the recommendation of bonus and promotion,
disciplinary actions, training, Utilization of expatriate and local personnel, staff evaluation, preparation of leave rosters, etc.


4. The Base Manager will on the approval of the OSM manage and control all the Base activities (Both Terminal and Shore Base) as follows:
• All cargo handling Ex Ocean Going Vessels includingExport.

• All cargo handling Ex Support vessels
• Deep Water Base.
• Support Base
• Project cargo
• Berthing of support vessels and terminal assistance.
• Release and Delivery of materials.
• All documentation generated in the Onne Port FOT/FLT
• All job orders /job sheets and documentation generating the invoices.
• Plant and equipment utilization along with personnel in conjunction with the Plant Manager.
• Personnel and working shifts.
• Relationship with Personnel of the Authorities involved in the Base, i.e NPA, Customs, Navy, Immigration and any other Federal Government Officials and Authorities.
• Base / Port facilities maintenance
• Contract management and utilization of standard tariff.
• Administration.
• Finance.
• Monitor inventory of Cargo Gears for the Base.
• Responsible for Discipline in the Base.


5.The Base Manager will support the OSM in managing and maintaining relationships with all clients: Oil Producing, Oil Service , Oil Construction and Project Companies, Shipping Lines, Shipping Agents, Clearing and Forwarding Agents, Project Cargo, etc. for all
Company activities within the Base.


6. The Base Manager will implement all contracts (relating to Onne) existing between Intel and all the Clients and/or standard tariffs when applicable.


7. The Base Manager will assist the OSM in controlling and approving the bills of the various suppliers related to materials and various services e.g. garbage disposal etc.

8. The Base Manager will participate in managing from an operations point of view all the Port Facilities and their infrastructure ( maintenance and construction ) – stacking area, pipe racks, silo, water, diesel, etc., in coordination with the Area Manager.


9.  The Base Manager will participate in organizing and conducting the daily planning meetings. He should be able to prepare all the documentation and to issue precise instructions to the various department staff, Super Cargo etc., concerning the handling of vessels and support vessels. He is to ensure the implementation of documentation from the Operational Services for Base Operations.


10. The Base Manager will ensure successively planning,utilization and control of all the plant and equipment, cranes, forklifts, trucks, Mafi, trailers, Pettybone, tug masters, barges, container handlers, etc. and personnel, in liaison with the Plant Co-coordinator in order to obtain the efficient utilization, maintenance and repair of all existing equipment.


11. The Base Manager will liaise with the OSM in the preparation of the Base Budget.


12.  The Base Manager will ensure that there is loading / reception / stacking / transfer of any materials destined
to the Support Base operations.


13.  The Base Manager will plan, book, utilize and control all the Plant and Equipment (in conjunction with the Plant Co-ordinator) and personnel for the Support Base Operations in accordance with decisions taken at the planning meeting.


14. The Base Manager will ensure that all materials in / out of the Support Base, Supply Vessels, Barges have been correctly tallied and measured and reported exactly on the job sheets. The Base Manager is also responsible for the training of the Tally Clerks destined to tally and measure the materials.


15.  The Base Manager will ensure timely submission of Daily, Weekly and Monthly reports to the Operational Services Manager’s Office as may be required.

1. Degree in Maritime/Transport Management or related course in Logistics Management. Additional degree or diploma in any of the social sciences will be an advantage.
2. A graduate member of a recognized professional body in Maritime/Transport Management.
3. Must be fluent in English Language - spoken and written.
4. 8-15 years working experience in similar position

5. Working knowledge of the oil and gas industry
6. Must possess qualities of integrity, patience and understand interpersonal relationship.
