Operations Readiness Maintenance & Integrity Lead
Position Purpose
To provide M&I input to the Project and ensure that the facilities are designed and constructed in accordance with AIPSM standards, agreed specifications and functional requirements.To develop & implement a robust Maintenance and Integrity Plan in support of delivery of the full suite of the project’s M & I deliverables – as specified in the DCAF – including the leading activities and deliverables specified in the OR standard and guides (PS14).To ensure that new designs and alterations/modifications to existing installations are inherently safe and in accordance with operational requirements and philosophy.As the leader of the M&I program, develop junior staff competence and capabilities –including the future operations organisation.Principal Accountabilities
Develop detailed M&I requirements (as identified during the SELECT / DEFINE phase and particularly during FEED) for inclusion in the Basis for Design project specification documents and the Invitation To Tender (ITT) for the EXECUTE phase contracts.Develop Maintenance and Integrity aspects of the Operations and Maintenance PhilosophyEnsure that activities within the EXECUTE phase include the requirements in the EP Technical Integrity Framework & Asset Integrity-Process Safety Management (AIPSM) standard specified for EP Assets.Provide M&I expertise and support into design studies for elements such as mechanical handling, fire and gas, system availability, RAM studies, HAZOP, HAZID, SAFOP, Constructability studies, RCM, RBI and SIF studies etc.Manage the delivery of the OR&A M & I and AIPSM Plan to ensure timely delivery of the required suite of M & I deliverables in the project.Support delivery Technical Integrity Verification as a key aspect of AIPSM in conjunction with SSAGS Technical Safety team, CSU team and discipline engineers in the projectDeliver the Maintenance & Integrity input to all project delivery streams including structures, processing facilities, pipelines, flowlines & wells, etc. to ensure operability and maintainability of all equipment.Performance of Technical Authority duties as TA3 Maintenance & Integrity within the DCAF FrameworkManage the delivery of the complete Maintenance Management System (CMMS) for the Asset including all required documentation, procedures and systems.Develop the asset registers, task lists, etc. for the Computerized Maintenance Management System (CMMS) in SAP Blueprint, the Spares catalogue and Bill of Materials (BOMs) for upload in SAP MM. Develop the asset register, inspection tasks, etc. for the Corrosion Management System (CMS) and the Integrity Management System (Facility Status Report FSR) including SCEs and Performance StandardsDeploy M&I software applications ready for use from the start of commissioning. These include the Computerised Maintenance Management System (CMMS) (SAP Blueprint and Materials management), Facility Status Reporting (FSR) and Corrosion Management Systems (CMS).Participate in/witness Factory Acceptance Testing (FAT) and Site Acceptance Testing activities as well as pre-commissioning activities. Contribute to punch list development and ensure completion of certification and documentation, baselines surveys. Include preservation maintenance in CMMS and verify M&I performance data.Support the delivery of the Flawless Project Delivery process within the project & ensure the capture & utilization of operational lessons learnt.Manage all Maintenance aspects of Asset Readiness including the recruitment & training of the future operating team. Manage the delivery of all required maintenance contracts to support of the Asset in the Operate phase.Contribute to the preparation of the commissioning strategy and plans.Support the SSAGS IM/IT team to load the project documents into the Engineering Data Warehouse (EDW)Actively engage and secure inputs and participation of appropriate Asset Operations staff on project status & proactively seek their timely inputEnsure that training requirements for operations personnel are identified in the Project Execution Plans and the specified training is providedCoach & Mentor other OR M & I staff in their roles to support all of the above & develop the skills required for future more Senior OR&A and M & I roles.Special Challenges
Managing to deliver multiple tasks under sometimes tight schedules and often in conflict. Helping to maintain an optimum balance between the needs of the Asset and Project by paying close attention to operability and maintainability and project cost and schedule. Maintaining effective liaison between Project and Asset to ensure that project execution does not pose HSE risk to or unplanned deferment in existing operations
Qualifications
A University degree or equivalent in Engineering (preferably Mechanical Engineering) with at least 15 years experience in Maintenance and Integrity at Supervisor level.Practical experience on maintenance of rotating and static equipmentSkilled in Maintenance strategies, planning and executionWorking Knowledge of Asset Integrity Process Safety ManagementEquipment condition and performance data gathering and analysis for maintenance optimizationSkilled application of RCA, RBI, RBM and other maintenance techniquesKnowledge of deployment and use of CMMS.Previous experience & involvement with major Engineering projects, commissioning etc.Ability to work with, and influence multi-disciplinary and multi-cultural teams.Demonstrated capability to proactively implement plans, following through with sustained execution, meeting project milestones.Excellent communication skills.Skillful at leading through influence.Start Up Readiness Instrumentation
Job Description:
Execute, track and deliver the operations requirements in the Operations Deliverables Matrix for FYIP projects, including but not limited to the under listed.Review the Commissioning Procedures or Inspection and Test Plan / Project Assurance Plan. Verify that the tests and inspections cover the full range of performance standards, especially for safety critical elements (SCEs) and will provide full assurance of the state of the equipment/systems.Jointly witness inspections, tests, pre-commissioning and commissioning of major equipment. Review and determine the acceptability of inspection, tests and commissioning reports.Lead the processes of line walking, continuity tracing, integrity confirmation, field verification and punch-listing of equipment, subsystems, systems and the entire plant. Provide and maintain an up-to-date, accurate and complete punch-list for systems under the discipline category.Review and determine completeness, accuracy and scheduling of insurance and 2 year running spares for the equipment under the discipline category. Assist, track and follow up the procurement, receipt, inventory, storage and preservation of insurance and 2-year running spares for the equipment under the discipline categoryReview the maintenance plans and MJRs of equipment under the discipline category, for adequacy and completeness. Review and ensure accuracy and completeness of the CMMS (SAP) uploading of the Asset Register and maintenance plans. Review the e-SPIR, bill of materials and parts listing, spares and consumables for equipment under the discipline category to ensure completeness and confirm that they have been coded.Review and provide input into equipment ‘early life’ contract e.g. OEM support contract and ‘longer term’ contracts e.g. OEM life-care maintenance contracts. This will be to verify timeliness, adequacy and budget availability for the contracts before handover.Review and provide input into the life cycle cost / total cost of ownership, maintenance reference plan asset register, other asset reference plans, for the discipline area. Review and ensure that requirement for HSE (e.g. HSE-Case), Management of Change (MOC), LEAN, Asset Integrity Process Safety Management (AIPSM), Maintenance Integrity Execution (MIE), Relentless Production Improvement (RPI) and other operations excellence (OE) projects are embedded in the discipline category (plants and processes).Review the operations and maintenance manuals, marked up As-built / AFC drawings (PEFS, UEFS, GA, Single Line etc), certificates, warranties and other documentation of equipment under the discipline category for accuracy, adequacy and completeness. Ensure that all changes or deviations (MOC) are highlighted to the Senior Discipline Engineer and the Shell SuperintendantCo-ordinate with the other Project Engineers to ensure that the FYIP facilities, plants, processes, materials and documentation are ready for commissioning in line with the project schedule. Provide assurance that all key documentation for the operate phase are provided, stored and easily retrievable, in preparation for plant start up.Verify the implementation of all requirements for HSE (e.g. HSE-Case), Flawless Start-up (e.g tightness, cleanliness etc) MOC, LEAN, AIPSM, MIE, RPI other OE projects.Participate in the start up of the FYIP facilities. Any other duties assigned by the Start Up Superintendent.Dimensions

Qualifications
