The Economic Community of West African States (ECOWAS) is a regional grouping with 15 Member States in West Africa (three landlocked and one island) with a population of about 300million and an annual economic growth rate of around 6%. The ECOWAS Commission is one of the eight Regional Economic Communities supporting the African Union to coordinate the implementation of continental and regional integration and development programmes in the West African region.

Job Title: Consultant for the Development and Increase Energy Awareness in the ECOWAS Region
Location: Abuja, Nigeria
Job Summary
- West Africa boasts huge energy resources that are sometimes poorly distributed and generally under exploited. Despite the regions potential, the population’s access to energy services remains a major concern. Over 180 million people have problems of access to electricity, representing about 60% of the population.
- The level of access to modern energy sources for cooking remains well below 5% throughout the region, especially in rural area.
- Only 45% of the energy demand is met while the per capita energy consumption which is 150 kWh per capita is the lowest in the world. These indicators reflect the energy precariousness of our region.
- Aware of these difficulties and huge regional disparities, the ECOWAS Commission quickly realised the need to make access to sustainable and affordable energy supply a fundamental priority of the Community. This approach has led ECOWAS together with Member States to focus on joint efforts with a view to systematically reducing the energy gap in the region through the creation of a regional energy market.
- It is within this context that ECOWAS is seeking to engage a consultant to develop and Increase Energy Awareness in the ECOWAS Region.
- The overall objective of this mission is to design and develop awareness tools to promote ECOWAS efforts aimed at improving access to modern energy services for the people of the ECOWAS region.
Duties and Responsibilities of the Consultants
The Consultant will be expected to provide the following services:
- Collecting data and information from various stakeholders of the ECOWAS energy sector (Energy Directorate, West African Gas Pipeline Authority, West African Power Pool, ECOWAS Regional Electricy Regulatory Authority, ECOWAS Centre for Renewable Energy and Energy Efficiency);
- Analysing the collected data and identifying projects, measures or relevant actions undertaken or being undertaken for ECOWAS Member States having a strong impact on people’s welfare;
- Identifying and developing, based on the sociological profile of the 15 ECOWAS Member States, communication media and tools seeking first to promote and then make visible ECOWAS actions in the energy sector in order to achieve greater recognition. These may include ready-to-broadcast, radio scripts, printed documents, in particular brochures, leaflets, prospectus and flyers etc., as well as design a << visibility kit >> with posters, kakemonos, tarpaulins and proposed media tools, etc.
- Developing educational materials for communication and public awareness at various levels and by targets including schools, administrations, hotels, restaurants, commercial centres etc. on the importance of energy and introduction of energy saving measures;
- Preparing forms, brochures and flyers or any other proposed communication tools and by identified targets, concerning clean energy solutions and energy efficiency measures;
- Proposing for each product to be developed the quantities to be produced as well as a lan for broad dissemination in each ECOWAS Member State.
The study will be carried out by one (1) consultant, responding to the profile below:
- A Communication Expert, holding an Engineering Degree in Communication or equivalent (Management, Communication Science etc.), with proven expertise in the definition of communication strategies in the ECOWAS region including good knowledge of the region’s energy sector, especially its main constraints, and proven experience in similar studies (minimum of 2 missions);
- He must have Ten (10) years working experience gained in an international or national communication company, a consultancy firm or a government and demonstrate excellent capacity, and skills in writing, editing, production, illustration and broadcasting;
- He must be fluent in French or English with a good grasp of the other language (reading, writing and speaking).

Job Title: Consultant for the Development of Regional Strategy to Promote the Use of LPG as Cooking Energy in the ECOWAS Region
Location: Abuja, Nigeria
Job Summary
- For decades, ECOWAS Member States have been facing major challenges to ensure the well-being and economic development of their population, particularly increasing access to modern energy services. Despite its enormous potential in terms of natural resources on the continent, the region’s energy consumption level is among the lowest in the world (1.7% of the world’s commercial energy use). The population’s access to electricity is only 30% throughout the region. This reflects a very low and inadequate energy consumption level to promote the population’s access to basic social services and reduce poverty particularly in rural areas.
- The region’s overall energy assessment is dominated by biomass, which accounts for 80% of total energy consumption. Biomass is mainly used as household energy for cooking and heating in rural, pen-urban and urban areas. Indeed, the low purchasing power of the population does not allow them to have access to modern cooking energy under current market conditions. The immediate impacts of this situation are deteriorating health of populations and environmental degradation.
- Access to LPG remains limited and well below 5% throughout the region with an offer only concentrated at over 80% in major cities. These indicators show that despite the encouraging results achieved so far, efforts should continue to be deployed at national and regional levels to make LPG the preferred domestic energy of the population in the ECOWAS region.
- The regional stakeholders consequently made a recommendation for the implementation of a regional butanization strategy to truly promote the use of LPG throughout the region.
- It is within this context that ECOWAS is seeking to engage a consultant for the development of a regional strategy to promote the use of LPG as cooking energy in the ECOWAS region.
- The study’s overall goal is to develop a regional strategy to popularize the used of LPG as modern cooking fuel in the ECOWAS region in order to contribute to enhancing people’s access to modern energy services including modern cooking fuels.
Duties and Responsibilities of the Consultants
The Consultant will be expected to provide the following services:
- Collect data and present a detailed analysis on the current status of LPG use in the ECOWAS region. The analysis shall review all the value chain of LPG. Identify the achievements and the main challenges and barriers to LPG promotion in the region particularly institutional, regulatory, organizational and infrastructural issues;
- Identify and assess the major national and regional programmes, projects, actions, initiatives or mechanisms implemented under LPG promotion as household cooking energy in the region;
- Develop a regional LPG popularization strategy in the ECOWAS based on an objective vision and relevant strategic objectives. This strategy will need to focus on domestic access to LPG and cooking equipment’s but also support from the private sector for the development of the supply and distribution networks.
- Recommend measures aimed at improving complementarity between the national and regional programmes to enhance the overall political efficiency (programme in environment, ECREEE programme etc.);
- Identify the region’s priorities and develop an action plan for progressive and inclusive implementation of the LPG popularization strategy in the ECOWAS region.
The study will be carried out by one (1) consultant, responding to the profile below:
- One (1) specialist in hydrocarbons, hold a Petroleum Engineering Degree or equivalent (Energy, Chemist, Chemist or Petrochemist Engineer etc.), with proven experience in defining strategy and policy in the hydrocarbons sector and in particular the downstream sector.
- He must have knowledge required in the promotion and development of LPG especially in West African sub-region and justifying a proven track record for similar studies (minimum of 2 projects) in the ECOWAS region.
- He must also have ten (10) years working experience gained in an international or national oil firm, a consultancy firm or a government.
- Must be fluent in English or French and have good knowledge of the other language (reading, writing and speaking).

Job Title: Consultant for the Development of a Regional Programme to Facilitate the Supply of Petroleum Products in the ECOWAS Region

Job Summary
- For several years, ECOWAS has been striving to ensure reliable energy supply (electricity, oil, coal and gas) in the region, improve energy security and guarantee access to modern energy services across the region.
- Undeniably, significant progress has been made in the Energy sector. This notwithstanding, there are still many challenges to be addressed in our region’s energy sector particularly in the oil and gas sub-sector. It has therefore become necessary to step up efforts in the oil and gas sector particularly to improve the petroleum products supply and implement appropriate mechanisms with a view to finding lasting solutions to the ongoing issues.
- This will promote the development and integration of the hydrocarbon sector in our region to enable our Member States to optimize their supply chain and ensure energy security.
- It is within this context that ECOWAS is seeking to engage a consultant to develop a regional programme to facilitate the supply of petroleum products in the ECOWAS region in order to reinforce energy security in the region.
- The overall goal of the study is to design a regional programme to facilitate the supply of petroleum products in the ECOWAS region while removing all obstacles to supply in the region by strengthening existing refineries and developing regional infrastructure to ease transport and storage of petroleum products.
Duties and Responsibilities of the Consultants
The Consultant will be expected to provide the following services:
- Perform a detailed analysis of the current status of the oil and gas sector in the ECOWAS region. The analysis will identify the region’s oil and gas potential, exploration and oil production, refining constraints, storage capacity, sources and supply chains as well as distribution and tariff systems;
- Analyze the current issues related to the supply of petroleum products in the ECOWAS region particularly with regard to regulatory, institutional and infrastructural issues;
- Estimate the demand of petroleum products supply for the next 20 years and assess the inducted impact on the infrastructure needs;
- Identify regional and national projects, actions or initiatives to help resolve the current difficulties and facilitate the supply of petroleum products in the region;
- Assess the feasibility of setting up regional storage and integrated infrastructures for carrying petroleum products. The consultant should ensure that these initiatives are in consonance with international standards;
- Propose measures to improve the efficiency and profitability of local refineries;
- Develop a programme to facilitate the supply of petroleum products in the ECOWAS region which lays down the vision. strategic objectives, measures and actions to help resolve the current difficulties associated with the supply of petroleum products in the region; and
- Propose a short, medium and long-term action plan alongside a mechanism for programme funding and implementation.
The study will be carried out by one (1) consultant, responding to the profile below:
- A specialist in oil and gas and petroleum infrastructure, hold an Engineering degree (Petroleum Engineer, Mechanical Engineer, Chemical Engineer or equivalent etc.), with proven experience in similar studies (minimum of 2 projects) in the ECOWAS region, including sound experience in petroleum upstream and downstream sector particularly in refinery, petroleum products storage and transport infrastructures, petroleum regulations, trading and distribution of petroleum products.
- He must also have fifteen (15) years working experience gained in an international or national oil firm, a consultancy firm ora government.
- He must be fluent in English or French and have good knowledge of the other language (reading, writing and speaking).
