Team Leader- Mobilising for Development (M4D) at GRM International

An opportunity has arisen to manage the Mobilising for Development (M4D) programme in Nigeria. M4D is a local governance development programme and is in the second year of operation (started in June 2012 and will run until June 2018). With an overall budget of £18 million, the programme is funded by the Department for International Development (DFID) and has recently been awarded a performance rating of 'A' it is annual review for the year to March 2014.

M4D is implemented by a consortium which consists of GRM (lead contractor), ICF-GHK and ITAD.

The Position

The Team Leader (TL) is responsible for the management of M4D and successful delivery of the programme's outputs as described in the client Head Contract. The TL will ensure that that the programme obtains satisfactory results in any DFID performance review, aiming to maintain a score of A or above (or equivalent) on all DFID Annual Reviews, Mid-Term Reviews (MTR) and evaluations.

Key Responsibilities, Duties and Tasks:

1. Programme Management

Ensure timely delivery of contractual commitments in the client head contract.Ensure that the DFID head contract is adhered to by the M4D team.Oversee the strategy, planning and delivery of M4D.

2. Client Relationship Management and Reporting

Manage relationships with DFID to ensure agreement of the Programme's strategy, plans and resource requirements and any amendments required to the head contract.Provide communication, information, briefings etc. as required by DFID.Oversee timely and accurate reporting to GRM and DFID including production of quarterly progress reports, annual reports, briefing papers in advance of annual review and MTR, etc.Oversee and ensure adequate reporting on Value for Money to DFID.

3. Stakeholder Management

Coordinate with, represent and promote the Programme with external stakeholders including other GRM and DFID programmes, programmes of donor and government agencies, government officials at the State and LGA level, traditional leaders and CBO's, and local partners etc.

4. Personnel Management

The in-country team consists of 30 staff members, working at the state, LGA and community levels. The TL will develop and oversee the capacity of the in-country M4D staff team members and manage their performance in line with GRM Human Resource policy.Ensure adequate planning of human resource personnel required for M4D for short-term, international and national advisers.Develop TORs for all programme long and short term staff and facilitate the interview and selection process.Support the professional development of all in-country M4D staff members.

5. Financial Management and Procurement

Primary responsibility for:

Use of reimbursable financial project resources in Nigeria, excluding lines associated with GRM expenditure.Resource allocation decisions including the choice and use of personnel and development of budget variations, to be made based on a consideration of past and future commercial project performance and the need to achieve and improve on corporate income targets.Line management of the finance and administration team.Ensure the project demonstrates good value for money.Support the preparation and delivery to DFID of budget variations and contract amendments.Minimize financial risk to GRM.Ensure that the GRM Project Manager is made aware of all issues arising which have contract or budget significance.Respond to requests for information or action on specific issues by Project Manager. For example in the preparation of monthly funds transfer requests and management reporting.Ensure the financial performance of the project is met and that the company bottom line is adhered too. A bonus payment will be available for ensuring that the company bottom line is exceeded and project targets are exceeded.

6. Programme Administration

In collaboration with the Project Manager and M4D's administrative staff, oversee and contribute to the development of and adherence to business processes and administrative procedures including:

The Programme Operations Manual.Safety and Security procedures including SOP's.Vehicle management.Asset management (including asset register).Office rental and management.Programme Reporting

The TL is responsible for ensuring the delivery of the following reports detailed in the Head Contract TOR and any amendments to this as agreed by GRM and DFID.

a) Annual work plans, procurement plans and budget with DFID. Progress in delivering these plans, especially at activity and output levels, will be reported quarterly to DFID ain an agreed format.

b) Mandatory financial reports:

Annual forecast of expenditures (the budget) disaggregated monthly – for financial year April – MarchUpdated quarterly forecasts of expenditureQuarterly comparison of budget with expenditureList of monthly invoices submitted to DFID (East Kilbride) and there valuesAnnual audited programme accounts

c) Quarterly progress reports will be prepared for discussion with DFID outlining the view from programme as to the progress towards delivering the output level milestones and will take into account Value for Money achievements during implementation by quarter. An update of the risk analysis will also be provided.

d) At the end of each year, a detailed Annual Report will be submitted with the results of the performance against the logical framework indicators. A more detailed update of the risk analysis will be presented together with any recommendations to modify the risk mitigation strategy.

e) In addition to output 5 the programme will be required to produce communication products to document and disseminate useful results and lessons learnt (possibly through a case study approach through a variety of media

The TL will be supported by the Technical Director and the Results Director in all aspects of the technical delivery of the programme. The Technical Director, Results Director, Team Leader, Project Director and Project Manager comprise the Steering Committee, which meets periodically to review strategic direction, to plan and to take key decisions.

About the Programme

More than 100 million Nigerians (64% of Nigeria's 158 million people) live in poverty. Nigeria has a quarter of Africa's extreme poor, 10% of the world's children out of school, 10% of child and maternal deaths and 25% of global malarial cases. For government performance to improve the political culture must change. M4D demonstrates that where communities and local government meet it is possible to reshape the relationship between the Nigerian state and its citizens whilst ensuring the delivery of services that matter to citizens are directly improved. M4D works with 650,000 people, among them at least 30,000 girls in 270 community groups in 9 Local Government Areas (LGAs) in Kano, Kaduna and Jigawa. As a result of this citizens are more able to plan and control their development and are more aware of the responsibilities of government to deliver services more effectively and local government will be more responsive 30,000 girls will have their awareness and self-confidence raised, go to school for longer and marry and have children later.

Requirements

The ideal candidate will have: at least 10 years' experience in a Senior Management position, including in donor funded international development projects, preferably including DFID and in client facing roles; successful track-record in delivery of complex programmes/projects and development of institutional capacity; strong technical track record in governance, voice and accountability; demonstrable commitment to social inclusion, particularly gender equality and the rights of people with disabilities; results orientated with strong understanding of programme performance management and reporting; and excellent leadership, management and organisational skills; and advanced representational and communication skills. Applicants should further have experience working in conflict-affected or fragile states; experience working in Northern Nigeria would be an advantage; and experience working effectively in a team.
