Job Vacancy at African Development Bank Group

Objectives

In line with the Bank’s priorities, the Nigeria Country Office’s (ORNG) Work Program and the priorities set in the Country Strategy Paper 2013-2017, seek to undertake activities that are focused towards improved communications and effective dissemination of information on the Bank’s interventions and economic assistance to Nigeria. Therefore, the role of the Communication Officer, regarded as a Technical Assistance (TA), at the Nigeria Country Office is key to the achievement of these objectives.  The Communication Officer will work as part of a core team and specifically with the Country Program Officer (CPO).  The TA will implement the Bank’s Communication Strategy that will empower ORNG towards effective information sharing with the Government and other Development Partners.

Objectives

The objective of the  assignment is to help the African Development Bank in: (i) elaborating and implementing the Nigeria Country Office’s outreach and communication programme; (ii) developing and carrying out communication strategy in line with the country office program and operational objective,  to promote and share information on the activities of the office and the Bank; (iii) producing public relations materials, editing and layout reporting and other promotional material and assisting with planning, publicizing and conducting special events; (iv) acting as communication focal point for the office including management of the press and other media enquiries; (v) internalizing Bank Group knowledge products into internal and external communications materials; (vi) advising the ORNG Director on all matters of communication (oral, written or otherwise).

Duties and responsibilities

under the direct supervision of the Chief Country Programme Officer and the overall supervision of the Director of ORNG, working closely with the Bank’s Communication and External Relations Department (CERD) the TA will:

Elaborate and implement the Country Office’s outreach and communication programme.Within the framework of the country office program and operational objectives, the officer will develop communications and information strategy and carry out communications activities to promote and share information on the activities of the office and the Bank.Develop communication strategy action plans; M&E plans to track the implementation of the communication strategy.Produce public relations materials, edit and layout reports and other promotional material, and assist with planning, publicizing, and conducting special events.Act as communication focal point for the office including management of press and other media inquiries.Internalize Bank Group Disclosure and Access to Information (DAI) policy guidelines for information management; maintain contacts with key information units in the CERD, as well as with peer institutions in the country.Prepare/Edit speeches for the DirectorIntegrate Bank Group knowledge products into internal and external communications strategy and assist in making knowledge and information available to civil society, researchers and academia.Participate in and facilitate training and workshops as appropriate.Produce and regularly update promotional materials including reports, brochures, folders, etc.Implement other related tasks commissioned by the Directors of ORNG or CERD from time to time.

The TA will also submit quarterly work plans indicating activities, expected outputs, level of effort and time frame and periodic updates on work plan  including:

In conjunction with the Country Program Officer (CPO), prepare/produce Monthly News Letter/Bulletin for wide dissemination.In conjunction with Chief Country Economist, prepare/produce Economic bulletin on quarterly basis for distribution within and outside the Bank.Prepare on a regular basis briefs on projects and other important events for CERD news and “Bank in Action” webpage.Prepare Ad hoc Reports as may be required from time to time by the Director of ORNG.

Selection Criteria

The TA will possess the following minimum qualifications:

A Master’s Degree in Development Studies/Communications/Journalism or equivalentA minimum of five (5) years working experience in the field of public information and communication, preferably in a development-oriented international organization.Demonstrated experience in writing articles and text for professional publications.Proficiency in English and/or a good working knowledge of French; Proficiency in any dominant local or regional language will be an advantage.Excellent knowledge and skills in computer applications such as MS Office, desktop and online publishing programs.Experience working in a multi-cultural environment and demonstration of sensitiveness to gender issues.Excellent interpersonal and communication skills and positive attitude towards working with country national staff and government officials.Demonstration of commitment to Bank Group values and ethics.Demonstrated ability to think strategically and synthesize complex issues (translated into effective oral and written communications);High degree of discretion, tact and sensitivity in dealing with internal and external clients and stakeholders at all levels;Competence in the use of Bank standard software (Word, Excel, Access, PowerPoint);Ability to work under pressure and perform in a multicultural and complex environment.

This position is for Technical Assistance and is therefore, not a regular staff position of the African Development Bank. The contractual arrangements for this assignment are subject to different terms than those of regular staff positions.  

The assignment is for a period of two years.
