Org. Setting and Reporting


This position is located in the Operations and Advocacy Division, Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

This Temporary Job Opening (TJO) is being advertised for the position of Humanitarian Affairs Officer (Monitoring and Reporting) based in Maiduguri, with OCHA Nigeria. The incumbent will report to Head of the Humanitarian Financing Unit (HFU), who is also based in Maiduguri. She/he will also work closely with the OCHA Field Coordination Unit and the Sector Leads. The position will require extensive travel to project implementation locations within North Eastern Nigeria.


Responsibilities


Under the overall guidance of the Head of the Humanitarian Financing Unit (HFU), the Humanitarian Affairs Officer (Monitoring and Reporting) will be responsible for the following duties:

Summary of Key Functions:

1.Implementation of the monitoring pillar of the NHF Accountability Framework

2.Delivery of capacity support to NHF implementing partners

3.Information Management

4.Facilitation of knowledge building and knowledge sharing on monitoring and reporting within OCHA and NHF stakeholders.

I. Implementation of the monitoring pillar of the NHF Accountability Framework

• Overall responsibility for NHF field monitoring

• Development and implementation of project monitoring plans

• Conduct regular field site monitoring missions in line with the monitoring plan

• Review submitted project monitoring reports, analyze the results / lessons learned and follow up on recommendations with respective partners.

• Document, analyze, and interpret the results from field monitoring visits to inform the progress against the strategic objectives of the Fund.

• Verify the accuracy of reports submitted by recipient organizations.

• Put in place Third Party Monitoring and Remote Call Monitoring for NHF-funded projects.

II. Provision of capacity support to NHF implementing partners

• Provide functional training on monitoring and reporting to NHF partners and offer capacity support where and when viable.

• Orient and train implementing partners in understanding and applying various monitoring tools and methods

• Develop tailored monitoring and reporting capacity support plans for NHF partners based on capacity assessment results.

• Identify and formulate monitoring and reporting findings, lessons learned and recommendations to be integrated into broader trainings for NHF implementing partners.

III. Information Management:

• Coordinate the periodic update of project monitoring timelines, results and recommendations in the Grant Management System (GMS)

• Support in the request and review of partner due diligence information/document submissions and corresponding status update in GMS

• Support the management of partner capacity assessment information in GMS

• Provision of NHF programmatic inputs for production of NHF stories, editorials, audio-visual and other materials in support of NHF visibility and communication of results to stakeholders.

IV. Facilitation of knowledge building and knowledge sharing on monitoring and evaluation within OCHA, and NHF Stakeholders

• Identify and formulate monitoring and evaluation findings, lessons learned and recommendations to be integrated into management efforts, disseminated in learning events and channeled into decision-making processes;

• Plan and conduct knowledge sharing missions for NHF donors and other stakeholders


Competencies


• PROFESSIONALISM: Knowledge of and exposure to a range of humanitarian assistance, emergency relief and related humanitarian issues; knowledge of institutional mandates, policies and guidelines pertaining to humanitarian assistance; Demonstrates analytical capacity including the ability to analyze and articulate the humanitarian and protection dimension of issues which require a coordinated UN response; good knowledge of the UN common system and humanitarian NGOs; ability to identify issues and to use sound judgment in applying technical expertise to resolve a wide range of problems; Demonstrates research skills, including ability to evaluate and integrate information from a variety of sources and assess impact on the humanitarian rights and protection situation in assigned country/area; ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters and human misery); ability to provide guidance to new/junior staff; Ability to draft reports, background documents, talking points and other official communications, takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

• TEAMWORK: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

• PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.


Education


Advanced university degree (Master’s degree or equivalent degree) in Political Science, Social Science, Public Administration, International Studies, Economics, Engineering, Earth Sciences or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.


Work Experience


A minimum of five (5) years of monitoring and reporting experience is required.

Field experience in humanitarian affairs in a complex emergency or protracted crisis context is required.

Hands-on experience in the design and review of humanitarian projects is required.

Experience performing programmatic capacity assessments and delivering focused monitoring and reporting capacity support to national partners is required.

Previous experience in Humanitarian Coordination and thorough knowledge of the sector system is desired.

Experience monitoring consortium or pooled fund project is desired.

Experience with new monitoring tools such as remote call monitoring is desired.


Languages


English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is an advantage.


Assessment


Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.


Special Notice


• This temporary position is intended to fill the functions of short-term duration of 364 days with the possibility of extension. The selected candidate is expected to start as soon as possible.

• A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
