Missions et responsabilités :


DMI Associates est à la recherche d’experts/évaluateurs nationaux pour des évaluations de projets internationaux de développement dans la région du Golfe de Guinée.


Pour les évaluations au Bénin, les experts évalueront des projets liés à la finance et aux systèmes financiers.


Pour chaque projet évalué, le travail d’évaluation s’appuiera sur une démarche en trois étapes :



  • structurer la démarche évaluative

  • conduire l’analyse évaluative

  • présenter les conclusions des travaux évaluatifs et les recommandations


Qualifications et compétences :



  • De formation minimum niveau bac +5 ou diplôme équivalent dans un domaine pertinent par rapport aux thèmes de l’évaluation (Economie, Finance…). En l’absence de diplôme, une expérience professionnelle conséquente dans le domaine concerné est acceptée;

  • Maîtrise parfaite de la langue française ;

  • La connaissance d’une langue locale est un atout;


Expérience professionnelle :




  • Expérience d’au moins 5 à 10 ans dans le domaine concerné par l’évaluation;




  • Expérience significative d’évaluation/monitoring de projets internationaux d’aide au développement;




  • L’excellente connaissance du pays concerné par la présente annonce est primordiale;




  • La connaissance des autres pays concernés par l’évaluation (Côte d’Ivoire, Ghana, Guinée, Nigeria et Togo) est un atout;

The position, on the other hand, provides all information on developments in relation to the protection (legal protection issues relating to the persons of concern to UNHCR), security (Physical security in relation to the UNCR staff and the persons of concern to UNHCR) and operational matters (programme and office management / administration) within the domain of its geographical area of responsibility to the UNHCR Representative (or the country manager) on a regular and timely manner. Subject to the specific legal or socio economic or security developments in the Area of Responsibility (AOR), Representative will direct and guide the Head of the Sub Office to take the most appropriate course of action. Concerning overall physical security concerns, HoSO will liaise directly with the competent UN security coordinator while keeping the UNHCR Representative fully informed.


    While the functional responsibility of a Head of a Sub Office will always remain the same despite its grade level, the other parameters (therefore the depth and breadth of the competencies) such as the size of the population of concern to UNHCR, their specific legal/security concerns, volume of assistance, Number of operational / Implementing partners and the size of the Office (i.e. number of UNHCR staff and their grade levels) will determine the appropriate grade level. The operational autonomy also depends upon the same parameters/competencies.


    As the most senior UNHCR staff member within the given geographical area, he/she is required to liaise with all the relevant senior government officials, security organs in the area, the Head of various Non-Governmental Organisations (both national and internationals based in the area), Civilian/tribal leaders/elders, local opinion makers and the local media net-work to ensure his/her assigned responsibilities are effectively and efficiently discharged.


    As the extended field representative of UNHCR at the front line of High Commissioner’s operations, he/she remain as the effective advocate and assistant to the local authorities to ensure that the respective government authorities in the area implement their conventional responsibilities in favour of refugees and others of concern to UNHCR.

    Responsibility:



    • Monitor and report on the implementation of refugee conventional responsibilities and international obligations of the local authorities Vis a Vis the population of concern to UNHCR within the given geographical area; based on local situations/developments make appropriate recommendation to the UNHCR Representative.

    • Advocate and promote UNHCR  standards concerning the treatment of asylum seekers, refugees and returnees as well as IDPs, where applicable; Advocate, promote and encourage the concerned authorities and local opinion makers to uphold established UNHCR standards that have become the international norms.

    • Ensure that the basic needs of the concerned population are properly assessed with the participation of the beneficiaries themselves, the host governments and/or the competent Implementing partners and/or UNHCR itself.

    Organizational Setting and Work Relationships
    In the Bureaux, the Protection Officer works under the direct supervision of the Senior Protection Coordinator or Senior Protection Officer.     Organizational Setting and Work Relationships
    The Shelter Officer conducts comprehensive sectoral needs assessments in liaison with other relevant sectors such as Protection, Programme, Community Services, Public Health, WASH, Administration and Supply. To ensure the most effective response, both quantitative and qualitative data should be gathered on the profile/needs and living conditions of both the displaced population and host community.


    Close and regular contact is also maintained with technical and non-technical staff of UN Agencies, Implementing Partners, and Shelter sector members, national and international NGOs and Government Authorities. The incumbent also discusses matters relating to shelter and infrastructure coordination and provision. Specialized functions to be dealt with by the incumbent in this post include shelter planning/design and construction monitoring including remote monitoring, therefore the person should have a strong academic qualification in civil engineering, architecture or a related discipline.


    The Shelter Officer also ensures that the development of shelter strategies takes into account the local context, age and gender, culture, climate, environmental protection, available resources and skills.     • Proficient in basic computer software¿s, including engineering (AutoCAD) and site planning design tools (GPS). Previous involvement in implementation processes (including development of bill of quantities, analysis of local capacity and local markets, cost estimations, etc.)

    • Experience of construction management (including site supervision, monitoring, quality control, evaluation etc.) including application of participatory approaches to facilitate active participation of communities into the project cycle and into the construction process

    • Experience in developing shelter and settlement need assessments and undertaking gap analysis for development of shelter programmes. Experience in building on existing local capacity and transfer knowledge as appropriate.


    Desirable:



    • Knowledge of UNHCR shelter standards, as well as standards related to protection, WASH, environment and land use. Knowledge of a range of shelter assistance options, including sensitivity to cultural and gender specific needs to ensure that the social and cultural background of the refugees is taken into account while designing, developing and implementing shelter options

    • Familiarity with and considerable Field exposure to UNHCR programme planning and implementation and on humanitarian operations. Ability making the linkages to rehabilitation and development programmes will be an added advantage.
