Job Title: Roll-out Coordinator
Location: Lekki, Lagos
Employment Type: Full-time
Duties and Responsibilities
The Rollout Coordinator is responsible in its own area for:
- Executing the Rollout according to agreed scope and contractual commitment
- Ensure progress reporting within the defined tools (Milestones)
- Attend Project meetings and report progress to the PM
- Schedule and run weekly meetings with the service provider
- Ensure the agreed quality
- Day-to-day operative Rollout planning.
- Problem solving for all day to day related Rollout issues
- Prepare draft Rollout Project Plan
- Inform all stakeholders about planned Rollout activities (customer, landlord, service provider, …)
- Attend Site Surveys / BTB (only if necessary)
- Evaluate Site Survey results together with the Service Provider
- Create together with the Service Provider the Project Plan and ensure end customer approval
- Ensure availability of transmission
- Coordinate and ensure availability of pre-installed equipment
- Verify that Rollout is ready to be done (Site Access, Transportation & cranes confirmed)
- Ensure smooth Rollout and solve any related problems / issues
- Ensure that post Rollout activities are done properly (e.g. waste disposal)
- Ensure site & Rollout acceptance (CSA/WE)
- Manage any Rollout related claim
- Day to day coordination with customer
- Ensure quality of Site Specific Documentation (SSD, SSCL)
- Responsibility for the Rollout project cost baseline. Costs include service costs and local materials.
- Responsibility for initiating customer invoicing after acceptance
- Monitoring and controlling quality (for way of working and site quality)
- Planning of resources within the Rollout
- Organize and lead the Service Provider according to Rollout plan
- Setting up and maintaining clear and effective internal and external communication
- Reporting of key performance indicators for PD/PM
- Providing regular forecasts and progress reports for PD/PM
- Site folders for sites and other needed documentation to be transferred to care
- Completing the hand over and needed documents
- Identify and analyze risks
- Plan and implement risk response actions and define contingency actions.
- Monitor and control risks continuously and maintain contingency plan
- Project level roll-out volume forecasting for service providers
- Monitor project Work-In-Progress inventory levels and inventory accuracy including drop off points
- Aim customer satisfaction.

Job Title: Site Acquisition Officer
Location: Lekki, Lagos

Duties and Responsibilities
Key Duties and Responsibilities shall not be limited to the following:
- Identify candidates for specific land leases based customer criteria, owner interest, and jurisdictional Zoning and/or Land Use regulations.
- Negotiate lease acquisitions and lease amendments required for telecommunications installations.
- Oversee specific leasing operations and ensure that assignment and scheduling of related work follows agreed-upon timelines.
- May serve as a point of contact for the community and/or government agencies.
- Prepare or oversee preparation of tower company collocation applications.
- Assist or oversee completion of Zoning and Permit applications for submittal to jurisdictions and coordinate the zoning process with outside counsel and vendors.
- Work directly with Site Acquisition Manager and/or other site acquisition and construction personnel to provide site acquisition expertise in all aspects of project.
- Quality control, data entry and tracking of Site Candidate Packages, tower lease and amendments and other Site Acquisition documentation.
- Coordinate, schedule and track site visits and technical team visits with various departments
- Coordinate, order and track title, surveys, environmental reports, structural analysis, regulatory reports, lease exhibits and construction plans and drawings as required.
- Must be able to read and interpret surveys and construction drawings.
- Obtain Landlord approval on Construction Drawings and zoning/permit applications
- Prepare and update site status reports/databases, site close-out packages, and attend client meetings or deployment calls as required.
- Assist Management in tracking and reporting site acquisition self-perform revenue/market credit and preparation of client billing.

Job Title: Roll-out Manager

Duties and Responsibilities
Key Duties and Responsibilities shall not be Limited to the Following:
- Responsible for all project activities during the project phases.
- Responsible for planning, setting up, and executing the project activities, ensuring that the project goals are met and that the customer’s business requirements are fulfilled.
- Full project supervising, site implementation and acceptance, engineering and installation (antennae, MW, RF devices, energy and air-conditioning systems) & Site infrastructure deployment.
- Responsible for Rollout Planning & Execution, directing & controlling project teams and other supporting Departments and ensuring project delivery as per schedule. Infrastructure management work (including complete Civil & Electrical works, tower erection, antenna, cable trays and feeders.
- Management of all construction activities including providing technical inputs for methodologies of construction & co-ordination with Site Management
- Stay abreast of emerging telecom technologies and new project rollouts
- Deliver sites as planned
- Ensure projects are delivered on time, within budget and per specification.

Job Title: Project Manager

Job Title: Engineer, Radio Planning & Optimisation

Roles and Responsibilities
- To design and plan rural radio networks (2G & 3G) for cost effective deployment of radio network coverage and capacity, towards the achievement of network rollout objectives and marketing/business plan.
- Coverage – Ensuring that coverage is provided in all areas where subscribers live, work and play and to maintain parity with the competitor where necessary.
- Produce Cost Effective radio designs – ensuring the network will be designed and built in the most cost effective way possible
Network Planning functions within the project which will be measured by:
- Capacity – Ensuring that at any time the network will be able to accommodate the subscriber level anticipated 3 months ahead
- Technology integration – Ensuring that multiservice sites (2G, 3G, etc.) are properly designed and integrated with minimal complexity and good Inter Radio Access Technology performance.
- Time – Ensuring that network planning and site acceptance will be carried out in a manner to allow sufficient time for acquisition, construction and implementation of BTS and transmission links
Maintain at all times a detailed knowledge of the behavior and status of all sites in the region of responsibility. This includes:
- Nominal plan
- Planned sites
- Site acquisition status
- Build configuration and status
- Traffic levels
- Voice & Data traffic indices: GoS (Congestions stats), Dropped call rate, Control Channel failure, HO failure rate, half-rate
- Monitor and report all competitor activities
- The clutter data and propagation models (Planning Tool: Asset) will be checked at regular intervals to ensure that they offer a true reflection of the propagation environment
- Be aware of any of the issues below that may affect the successful operation of business within the region:
- Economic situation
- Social / Community situations
- Provide specialist technical support to all other department regarding the network and radio related features
- Maintain the integrity of the contents of planning tools (esp. ASSET, and other records) and minimize discrepancies from live network
- Execute the nominal radio coverage and capacity rollout design for the networks
- Monitor and analyze network performance and configuration to ensure KPIs are in conformance with targets for the region
- Continuously analyze traffic, utilization and subscriber growth in order to foresee needs for capacity expansion.
- Review, prepare and load cell data for integration of sites onto the network in alignment with Customer team.
- Evaluate, verify and supervise the planning of radio networks by managed service vendor(s)
- Ensure value is created from Customer engagement & Operations:
- Maintain accurate and thorough Knowledge of the network, especially in assigned region/areas to aid decision making by stakeholders
Education and Experience
- First Degree or equivalent in Electrical Engineering
- Three (3) years post NYSC relevant experience
Required Capabilities
Minimum Education:
- Fluent in English
- First Degree in Electrical / Electronics or Telecommunications Engineering or related discipline
Minimum Experience:
- Minimum of 3 years experience in an area of specialization; with experience working with others
- Experience working in a medium organization
- Experience with a GSM or Wireless Telecomm operator in a multi-vendor environment
- Experience with Ericsson, Huawei and ZTE equipment will be desirable
Training:
- Training on the BSS aspect of a GSM network
