Context:


In response to requests for support by civilian and military branches of the Government of Nigeria (GoN) to assist their efforts in de-escalating the Boko Haram and ISIS West Africa conflict in the Lake Chad Basin, the International Organization for Migration (IOM) is developing an approach building on 3rd Generation Disarmament, Demobilization and Reintegration (DDR) concepts. This is also developed in-line with IOM’s long-standing operational assistance to similar processes, including operations in Somalia and Columbia. The current approach features Demobilization, Disassociation, Reintegration and Reconciliation (DDRR) for Boko Haram and ISIS West Africa (BH/ISIS-WA) former associates and victims, including those caught up in related security operations.


This approach capitalizes on IOM’s longstanding operational experience to integrate various


elements of legal, protection, prevention, stabilization, victims’ assistance, and peacebuilding know-how throughout four key pillars of work: (I) Assessment and Context Analysis to inform the development of policies, legal and operational frameworks; (II) ‘Upstream’ Government Support including development and implementation of vetting systems, capacity building for government service providers and direct assistance to transitional facilities working with low risk individuals; (III) Individual Case Management and Referral Services; and (IV) Community-based Peacebuilding, Reconciliation and Reintegration. These four pillars cover the broad areas of work required to establish a scalable system of support for government counterparts, victims of the conflict including communities, as well as those low risk individuals wishing to disengage and disassociate from BH/ISIS-WA and the conflict.


The current IOM DDRR Programme in Nigeria is supporting the Government in its efforts to create legal, policy and operational frameworks which facilitate positive ‘off-ramping’ options for individuals seeking to separate from BH/ISIS-WA. Furthermore, the key to success of the DDRR Programme will be to assist the government of Nigeria (GoN) in designing and implementing a successful reintegration and reconciliation process, that covers both former associates and vulnerable receiving community members. Therefore, IOM is currently developing and implementing its models and technical skills in supporting Government Agencies with individual case management and social cohesion activities. Whilst the initial and completed first step was focused on the reintegration of around 250 low-risk former associates already in the communities, the current focus is now on 600 former associates that have just graduated from Gombe Rehabilitation Centre, and a further 600 that will be graduating in early 2021.


Scope of work:


Under the direct supervision of the Support for Reconciliation and Reintegration (S2R) Senior Project Coordinator, technical supervision of the Regional ICRS Manager, and overall supervision of the DDRR Programme Coordinator, the successful candidate will be responsible for supporting the development and implementation of the Information, Counselling and Referral Services (ICRS) system in Nigeria. S/he will participate in supervising a team of around 40 ICRS staff members, covering the following areas of support: Socioeconomic counselling; Psychosocial support; Outreach; Medical; and Database and profiling. The ICRS team are supporting the Military and Civilian management authorities in Rehabilitation and Transition Centres, and Social Cohesion Platforms in receiving communities throughout the NE of Nigeria.


Core Functions / Responsibilities:




  1. Support the design, scale up and implementation of the ICRS system to support individual case management for the reintegration of former ISIS WA and Boko Haram low risk associates in Nigeria, eligible for reinsertion programmes in transition centers, and during their return to receiving communities. This ICRS Project will include the following aspects: a) Information: including socio-economic/demographic profiling and the management of a reintegration database (registration and profiling) and information management system including the support in designing and effective implementation of periodic risk assessment protocols; b) Counselling: for programme participants and their host families to address psychosocial needs and be provided with socioeconomic and vocational guidance. c) Referral mechanism: to link former associates with skills training, education and job opportunities based on their backgrounds, ambitions and specific needs. The system will promote effective implementation.




  2. Direct implementation of the ICRS project: with a specific initial target of 1200 low risk male adult BH/ISIS-WA former associates from Gombe Operation Safe Corridor rehabilitation center (600 of them have already graduated and currently in a transition center in Maiduguri), in addition to 600 adult women who were already released and are back in the communities.




  3. Support in the identification, set up and roll out of material, financial and human resource needs: for larger project design and implementation.




  4. Support the S2R Senior Project Coordinator, Regional ICRS Manager and the DDRR Programme Officer in exploring potential ways for IOM to collaborate at field level: with relevant UN agencies and other key implementing partners to address the ICRS systems overall link with community reintegration and reconciliation support.




  5. Support the S2R Senior Project Coordinator and Programme Officer in liaising with relevant Federal and State Government counterparts involved in low risk BH/ISIS-WA former associates’ rehabilitation, reinsertion, reintegration and reconciliation programming, implementation of the National DDRR Action Plan, and capacity building priorities for National and State Government Agencies.




  6. Support the S2R Senior Project Coordinator, Regional ICRS Manager and the DDRR Programme Officer in identifying the links between the ICRS system and the ongoing databases being implemented in screening areas, detention centers and reinsertion facilities.




  7. Assist the S2R Senior Project Coordinator and Regional ICRS Manager in preparing user manuals and conducting trainings as required.




  8. Participate in supervising a large number of field staff and provide backstopping for ICRS administration and finance aspects.




  9. Travel to different field locations as needed.




  10. Perform such other duties as assigned.




Required Qualifications and Experience:


Education


• Master’s degree in International Relations, Management, Development Studies, Planning, Business Administration, or a related field from an accredited academic institution with two years of relevant professional experience; or


• Bachelor’s degree in the above fields with four years of relevant professional experience.


Experience


• Reintegration Assistance Programmes: specific management of ICRS programmes is an asset;


• Specific international work experience on DDR programmes, and/or engagement in security sector initiatives will be an advantage;


• Experience in project implementation, Capacity Building, and Information Management projects;


• Experience in Conflict settings;


• Experience in management of multidisciplinary teams and working with individuals from different cultural backgrounds is an asset;


• Experience in developing and maintaining budgetary disciplines across a wide range of grant activities;


• Experience living or working in a developing or transitioning country an asset.


Skills


• Knowledge of the United Nations Department of Safety and Security (UNDSS) protocols and experience working in a phase III (or above) security environment;


• Excellent communication and writing skills with the ability to analyses complex problems and identify and convey clear, rapid solutions;


• Effective resource management skills;


• Strong knowledge and cultural understanding of the region and conversant on regional set up;


• Strong general analytical skills;


• Significant reporting and database experience required, preferably with Microsoft Access.


Languages


IOM’s official languages are English, French, and Spanish.


For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.


Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
