JOB SUMMARY:
The Manager – Impact, Research, and Learning is responsible for overseeing the monitoring, evaluation, and learning strategy for the MOMENTUM Safe Surgery in Family Planning and Obstetrics project in Nigeria. S/he/they will directly report to the Country Project Manager, and be matrix managed by the project’s Monitoring, Evaluation, Research, and Learning (MERL) Director based in the U.S. S/he/they will work to include high-quality M&E practices in project-based activities and workplans; oversee and ensure the quality of project data collection, reporting, and data use including management of State-level data coordinators; ensure that indicators and M&E plans conform to EngenderHealth and donor standards and protocols; and capture, document, and disseminate evidence, lessons learned and best practices within the project. S/he/they will work with MOMENTUM Safe Surgery in Family Planning and Obstetrics partner organizations to facilitate appropriate IRB approvals for research and oversee management of research consultants. The position will be based in EngenderHealth’s Nigeria Country Office in Abuja.
ESSENTIAL FUNCTIONS:
· Support implementation of the Monitoring, Evaluation, and Learning Plan (MELP) for the MOMENTUM Safe Surgery in Family Planning and Obstetrics project in Nigeria, including linking it to the project’s overall results framework, reporting requirements, and relevant performance indicators, and leading the development of a Project Knowledge Management Strategy.
· Develop and oversee systems for routine M&E activity for the project in Nigeria including quantitative and qualitative data collection (including mobile data collection), quality assurance, and entry of monthly/quarterly/annual reporting on project indicators into project and EngenderHealth DHIS2 platforms.
· Prepare initial draft and ensure timely preparation and submission of monthly reporting to the project global team and quarterly reporting to the USAID/Nigeria mission.
· Collaborate with country and global project staff on the development of annual workplans, ensuring project data contribute to benchmark development and that M&E activities are included and budgeted for within the project. Collaborate with the Clinical Specialist in the ongoing collection, review, analysis, and use of project data
· Work in collaboration with country and global project staff as well as in-country and global partners to provide input on and facilitate implementation and analysis of practical research studies to measure impact of interventions and assess result information not captured through the routine monitoring system.
· Collaborate with country and global project staff and partners in the design and implementation of evaluation and research protocols, study implementation, and documentation and dissemination of findings including IRB submissions and management of local research consultants as relevant.
· Facilitate regular (monthly/quarterly) analysis and presentation of project data for decision making and monitoring, within the project’s country team and among in-country partners including state and federal ministries, health facilities, LGA health representatives, and community-based organizations. Carry out training or other approaches to increase in-country partner capacity to collect, report, and utilize data for decision-making including training on project indicators.
· In collaboration with the project’s country and global teams and EngenderHealth’s communications and IRL teams, contribute to knowledge products documenting the project’s activities, achievements, and lessons learned including technical briefs, presentations, and journal articles.
· Under the direction of the Country Project Manager, initiate and maintain strong ties with all project partners on monitoring, evaluation, and research activities including the Federal MOH, State MOHs, relevant District and LGA leadership/management, facility-level staff, and the National Health Research/Ethics Council (NHREC).
· Represent the project at Technical Working Groups responsible for MNCH data and developing research related protocols and guidance as well as local government and facility meetings.
· Supervise state-level data collectors in the collection, reporting, and feedback of routine project data.
· Travel 30% of time for field based technical assistance (when permitted under COVID guidelines).
· Other duties, as assigned.
REQUIREMENTS:
· Master’s degree or equivalent in a field related to epidemiology, biostatistics, public health, demography, or other international health and development
· Minimum 8 years of relevant experience in applying monitoring, evaluation, research, and learning to international health projects, with a minimum of 5 years’ experience in a supervisory/management capacity.
· Experience working on USAID-funded, large-scale reproductive health programs, including knowledge of donor reporting requirements on family planning/reproductive health interventions is highly preferred.
· Familiarity with Nigerian government structures and programs
· Experience with data visualization and providing technical assistance, such as training or facilitation, in the use of data for decision making with a variety of audiences.
· Willingness to travel
· Proven experience and ability designing and overseeing systems for data collection, validation, and analysis.
· Demonstrated experience in designing and conducting qualitative and quantitative studies grounded in service delivery programs
· Experience with DHIS2 data entry and dashboards, mobile data collection software
· Experience with designing and overseeing DQA processes
· Experience with documentation and production of knowledge products for both qualitative and quantitative M&E activity
· Excellent written and verbal communication skills
· Ability to tailor data collection approaches to local needs, interests, and capabilities
· Ability to convey M&E results to non-technical stakeholders
· Oral and written professional fluency in English
· Ability to travel up to 30%

PREFERRED SKILLS, ABILITIES AND FUNCTIONS:
· Computer proficiency with high level of familiarity with data base management programs and commonly used packages like MS Word, Excel, power point etc.
· Experience with varied digital health platforms and software including DHIS2, Kobo Toolbox, Power BI
· Good organizational skills with the ability to plan and execute a number of overlapping activities
